Can someone explain what this 100% rain means?

This always confuses me (and I’m Gen X so I’ve been around for a while). When I see 100% rain in the forecast, I presume it’s going to rain for much of the day. But as you see here, it’s only going to rain for a small portion of the day. What exactly does 100% rain mean??? submit
